Introduction
At its meetings on 26 September and 3 October 2023iOn 3 October 2023, Rona Mackay MSP substituted for Stuart McMillan MSP., the Committee considered the delegated powers in the Economic Activity of Public Bodies (Overseas Matters) Bill (“the Bill”) that are exercisable within devolved competence.
The exception to this is one amendment to the Public Service Pensions Act 2013 explained in the LCM which relates to judicial pensions schemes and the ability to add additional devolved offices to the new judicial pension scheme.
The LCM was lodged by Keith Brown MSP, Cabinet Secretary for Justice and Veterans, on 21 December 2021.
Scotland’s Cabinet Secretary for Environment, Climate Change and Land Reform, Roseanna Cunningham MSP has expressed frustration over lack of clarity over issues on which the OEP might be able intervene in Scotland.

Contact between grandparents and their grandchildren
This briefing aims to support MSPs with their constituency casework relating to contact between grandparents and their grandchildren.
Some colleagues have given the impression that they thought that Donald Trump might be watching, so afraid have they been even to utter his name—or perhaps they were concerned about whether whoever it is at the US consulate whose job it is to decide which MSPs to offer free world cup tickets might be watching.
Before I close, I will return to the frankly laughable SNP amendment that has been put before MSPs today, which says that the Government must “respect Parliament by outlining its tax policy” only when it publishes its budget next week.
