A District Salmon Fishery Board may apply to Scottish ministers for Salmon Conservation Regulations, which may be made under the provisions of Section 38 of the Salmon and Freshwater Fisheries (Consolidation) (Scotland) Act 2003 where ministers consider that it is necessary or expedient to do so for the conservation of salmon.
