I heard that debated in Parliament in the previous session, when I was not a member—and it is a very important debate—but it seems to have led to a huge escalation in the numbers of prisoners on remand for petty offences, which is totally inappropriate.If prisons are to be efficient, they are faced with problems if they have high numbers of receptions. So the debate about the difference between the daily population and the receptions applies to fine defaulters—my colleagues in the SNP were trying to make that point.
