This might be a diversion from the main report, but one of the things that affects mobility of employment is the way in which our housing market works. People tend to buy rather than rent. As a small part of the inquiry, it might be worth inviting Communities Scotland or a similar organisation to comment on that aspect of inhibition to mobility.
