I was equally puzzled by the background note and its claims of what is being maintained healthwise. The date that is used in the background notes is 4 August 2024, but there is no reference to a baseline date.
On the recommendation that councillor pay be a percentage of Scottish public sector average pay from 2022, why was that time chosen instead of more recent pay points?
We think that that is wrong in principle, and, as we have a large banking and financial services sector, we are aware of the possible fiscal risks to the United Kingdom if banks are not required to have what we consider to be adequate capital reserves.

I am writing to provide a response to the points set out in your letter of 26 October concerning the 2022-23 Scottish Budget.
We have seen that the levels of hunger are not as dramatic as they could be, because of voluntary intervention: community groups, churches, food banks and others have been able to provide the support that is needed.
I think that you are overemphasising the uncertainty beyond 2020 and 2022. As far as I understand, there is no certainty in Europe beyond 2020, nor is there a requirement for there to be certainty beyond 2022 at this time.
