The debate has not touched on that important issue.I remember that when Susan Deacon was the Minister for Health and Community Care she brought out a code of conduct relating to car parks in hospitals.

A good example of that is the prevention of environmental pollution from agricultural activities—PEPFAA—code. The agriculture and environment working group that produced the "Custodians of Change" report was given quite a substantial amount of evidence that there is a low uptake of the PEPFAA code— But the code is voluntary.
