Those SIs are for a no-deal scenario and are to ensure that appropriate EU rules are in domestic law, which will be important for us to maintain our GM crop-free status. We will also lay our own EU exit SSI to fix the legislative deficiencies in our principal regulations.
Of course, it has been difficult during the Covid period to account for parliamentary time, but they can get that scrutiny and can come into effect as soon as they have had it.
Inclusive communication was embedded in Social Security Scotland’s legislation right from the beginning and, by all accounts, it is getting it right. Do you support the view that inclusive communication should be seen as a public health priority?
The Home Office will have figures for the number of people resident in Scotland who have temporary leave to remain. I suppose that we could not account for people moving within the United Kingdom, but the Home Office might be a good place to start looking for the figures.
I am not avoiding the question, but it is important, when referring to the framework, to mention principle 2 as well, which is: “Frameworks will respect the devolution settlements and the democratic accountability of the devolved legislatures”.
However, we will annually increase the “other expenses” flat-rate element of the payment to take into account the impact of inflation from 2020-21 onwards—something that the UK Government has not done for 16 years.
