We collect lots of data points on herd welfare and environmental measures and the farmers, by sharing that data anonymously and benchmarking, are able to share best practice and see what is possible on the best farms.
That provides a good example of how the critical mass of expertise at a local level is simply not enough to deal with the really big challenges. Although management is best delivered locally, we still have to provide for some access to central expertise on the really important issues.
We have had an ambitious rail programme in Scotland and if we need to consider where the best improvements can be made to enhance connectivity, we will do so.
