That is a matter for the code. Amendment 90, which seeks to amend section 10, will widen the scope of the code to allow for that.I have indicated that section 5(3) already provides that the"existence or exercise of access rights does not diminish or displace any other rights"and that amendment 90 will make specific provision for widening the scope of the code to cover alternative routing round the steading.

If we pursue the line that the convener and John Swinney have taken, is not it fair to say that the number of people in receipt of free prescriptions will increase from 400,000 to 475,000 and that therefore the costs will increase from £45 million to something like £60 million?

If your argument does not fit into the tight legal framework for what would constitute grounds for rerunning an election, you cannot challenge major issues such as the fact that ballot papers and checklists disappeared, marked-up registers were never there and receipts were never received from the sheriff's office.
