Policy 31, which is on rural development, is a significant change. In the debate on the Planning (Scotland) Bill, a lot of emphasis was placed on growing the population of rural Scotland.
It is, of course, right to consider where the power to legislate on these matters in the broader context best lies, and it is right to do that now as the ScotlandBill is being debated.
