Firstly, it agrees with the findings in fact and conclusion of the Commissioner that Annie Wells breached paragraphs 12, 15 and 16 of Section 7 of the Code of Conduct for MSPs.
Secondly, the Committee considers that the breaches justify the imposition of sanctions on Annie Wells.
Part of the £14.4 million other costs was additional costs for manual coding. As part of the rehearsal for the programme, we considered how we run the manual coding element.

The Equality and Human Rights Commission (EHRC) has produced a Code of Practice that gives more information on the application of reasonable adjustments.
Young Scot have created a series of animations conveying key messages from the Scottish Outdoor Access Code. During 2023-24, there were over 1500 visits to these webpages.
In accordance with section 3 of the “Code of Conduct for Members of the Scottish Parliament”, I invite Jenny Gilruth to make a brief declaration of any interests that she has that are relevant to the remit of the committee.
The Scottish Government and COSLA should also consider developing a Code of Conduct, taking learning from the Code developed by Surviving Economic Abuse and the Financial Conduct Authority.

There is no requirement in either the Code of Conduct or Standing Orders for MSPs to physically attend the parliament or proceedings of the Parliament.
