The normal expectation would be that the chairperson would be absent from board meetings only in exceptional circumstances.The Water Industry (Scotland) Bill proposes a power for Scottish ministers to remove a non-executive member of the board, if that member has been absent from meetings of Scottish Water for a period longer than three months without the permission of Scottish Water.As far as other meetings and official engagements are concerned, it will be a key role of the chairperson to keep in regular contact with stakeholders, and to play a representative role for Scottish Water throughout Scotland.

To ask the Scottish Executive why the Scottish birth rate is continuing to decline year on year; whether it is possible to reverse this trend; if so, whether it would be desirable to do so and, if so, what steps it will take to achieve this. The birth rate in Scotland has been declining for a number of years, from 19.2 per 1,000 in 1960 to 10.4 per 1,000 in 2000 (figures from GRO Scotland), although it is predicted that the rate will remain fairly constant up to 2021.

To ask the Scottish Executive how many crofters, and what percentage of their total number, have purchased or own their own crofts; how many crofters have purchased their crofts from the state or public sector since the Crofters (Scotland) Act 1993 came into force, either directly or through crofters' trusts, and what percentage the land so acquired has been of the total area of crofters' land held by the state or public sector. 3,534 crofts are owned by crofters, representing 20% of all crofts.A total of 45 crofters have purchased their crofts directly from Scottish ministers since the enactment of the Crofters (Scotland) Act 1993.
