We have seen issues when the gap has been larger—that happened with the 2020-21 experience, which generated the reconciliation that we have to deal with in the 2024-25 budget. When the gaps are smaller, it is less likely that there will be big divergences in judgment, which are caused by how the economic conditions have changed.
