My understanding is that where a case is heard will depend on the individual circumstances, but we will not find out the definitive answer until there is an unfortunate incident of prosecution.The main worry is the well-rehearsed point about the Berwick bank fishery. Differing codes north and south of the line could well lead to a loss of economic viability...

I am well versed in legislation and I understand that legislative change would be required for several of these issues, although not for all of them. Some could be addressed through codes of practice and the setting of standards for councils.
