It is a devolved matter, but the Census Act 1920 pre-dates devolution. I am not sure what the position would be in terms of the Scottish Parliament amending the act.
The work of the expert group is important and is not pre-empted by previous pieces of work except to the extent that it is being done within the general parameters of health policy in Scotland.
The £4.4 million in the table in paragraph 21 of the quarterly report should be added to that £19.9 million to give a realistic pre-tender estimate on those packages.
