I am not comfortable with there being a deadline, so that we say, “If you’ve missed the 28 days, you cannot have that produced in court”. There is a best-evidence rule—that is the principle in our system; we need the best-quality evidence.
I am sure that people will continue to discuss and debate this but, with the best will in the world, legislation is not always the best place to address funding and operational matters.
Based on what we know about how rents are increased, I am not sure that what was implemented was designed in the best way, so whatever is implemented in the future must be very carefully designed.

I know that schools have utilised that funding to provide children and young people with outdoor experiences, if they felt that that was the best place for that funding. I trust our local authorities and school leaders to decide what is best for their learners.
