I have talked about that to the Delegated Powers and Law Reform Committee, where I think Monica Lennon asked a reasonable question about how that committee, with a very small number of MSPs, will scrutinise all the work. My answer to that, or part of it, was that that makes the case for interparliamentary co-operation.

I want to put the same question to Tony McElroy, because I have dealt with many cases in which disabled drivers have displayed their badge upside down and been issued with a notice, especially in Tesco car parks. As their MSP, I have faced a bit of a fight to get those penalties overturned.
