I recognise John Home Robertson's long-standing concern on the issue.Amendment 74 seeks to make it clear that OSCR may make inquiries following the receipt of information or representations, which would presumably come from members of the public or others who believe that a body is not a charitable organisation and should not be entered on the register.

Although the regulations will set out the detail and thresholds, the intention is that smaller charities will produce accounts on a receipts-and-payments basis. I refer to the supplementary evidence from the Institute of Chartered Accountants of Scotland, which states that accounting thresholds should be lower than those in England and Wales.
