There is confusion because different passport-issuing organisations will charge different amounts; because many people who own horses have no idea that the rule is about to be implemented; and because the directive involved, which is designed to prevent veterinary medicines from getting into the food chain, seems to be extraordinary given that we do not eat horse meat in Scotland. Will the minister give an assurance that his department will use the extra six months that the Department for Environment, Food and Rural Affairs has led him into granting to dispel some of the confusion, by informing the public better on the issue, rather than simply passing the buck to horse and pony breed societies, as is happening at present?
