We might not bottom out the issue in that way: we might use sample surveys rather than have every teacher fill in a time sheet. In fact, I guarantee that in no circumstances will we expect every teacher to fill in a time sheet, so some people will always take pot shots at the exercise.Mr Russell is exactly right: teachers are not accountants or lawyers who fill in time sheets to allow them to bill someone for a range of services.
