One of the conclusions that we drew was that because of the consistent pressure that some social work staff were under, particularly in relation to cases in which risk and abuse were unpredictable, staff behaviour was unpredictable. We are talking about situations in which people's behaviour was on the cusp of being offending behaviour—it was certainly challenging—and there might have been mental health elements, but it was right across the board.Given what we knew about the cases, we concluded that it would be very difficult for a social worker to hold more than six such cases at any one time.
