Introduction
The Net Zero, Energy and Transport Committee reports to the Parliament as follows-
The Climate Change (Nitrogen Balance Sheet) (Scotland) Regulations 2022 were laid before the Parliament on 15 December 2021 and are subject to the affirmative procedure.
To ask the Scottish Government how it defines the term "commercial" in the context of the equality impact assessment of the Scottish National Investment Bank Bill, which refers it to giving “financial assistance to commercial activities”.
Data has been provided for the year 1 November 2022 to 31 October 2023 as data covering the period to 30 November 2023 has not yet been finalised and is therefore not available.

The claimant count rate for Dundee City local authority and 2021 electoral wards within Dundee City are shown in table 1 for November 2018 to November 2022. The model based unemployment rate for Dundee City local authority are shown in table 2 for years Jul 2017-Jun 2018 to Jul 2021-Jun 2022.
However, although we have been in discussions with COSLA and Scottish Government officials, we have not to date seen anything specific that we can comment on.
