Given that people are now required to have their own separate passports, why is the domicile of children determined in relation to their parents at all? I do not want to pre-empt any discussion that we may have tomorrow about ages but, to put it simply, children are still children, and we have to define them.

In relation to your capacity to advise, I agree that it is beneficial if advice can be given before someone gets to the stage that they are in trouble—in other words, at the pre-intervention stage.
