It is essential for Scots law to be a party to any international treaty, in as much as Scots law informs any legal structures from a different perspective. It is a code very different from the Napoleonic code of France and the Roman code used in many other parts of Europe.

(S2O-5655) We will publish a voluntary code of practice on odour control in April and we will consult on a statutory code in the autumn with the intention of bringing it into force in April 2006 in line with the provisions of the Water Services etc (Scotland) Bill.

Amendment 90 would provide Scottish ministers with a tailored funding power whereby ministers would be enabled formally to ring fence the money from receipts for reinvestment. The amendment would also allow the Executive to make payments to safety camera partnerships to meet the expenses that they incur.Amendment 90 would enable the Executive to specify conditions for receipt of the funding.
