Such things require that little phrase, “buy-in”. The report recognises that, and I believe that we cannot guarantee that buy-in; if we do not get it, we will have a problem, so how do we generate buy-in?
Before the ECHR, the crofting right to buy was accepted, but it looks as though there will be a challenge to the community right to buy whatever happens.
