The Scottish Parliament agreed to move to a system of five-yearly carbon budgets (like the system used in UK legislation) as part of the Climate Change (Emissions Reduction Targets) (Scotland) Act 2024.

The Scottish Government laid carbon budget-setting regulations on 19 June 2025 setting out four five-yearly carbon budgets to cover the period 2026-2045, when Scotland has committed to achieving net zero emissions.
