Some stakeholders were keen to emphasise that for victims/survivors of abuse taking place before 1964, the redress scheme would be the only option open to them, with In Care Abuse Survivors (INCAS) seeking to ensure the Scottish Government made good on previous commitments to pre-64 victims/survivors that they would be 'treated equitably when compared to those who had a right to pursue claims in the court.'
