A further feasibility study has recently been completed following the commitmentby the then minister, Tavish Scott MSP in his letter of 30 October 2006 to the convenerof the Airdrie to Bathgate Private Bill Committee.
Des Browne may have one view, but many Labour back benchers at Westminster were lobbying with another view. Some Labour MSPs, too, were lobbying with that other view.
Does not the code of conduct, for which the Presiding Officers are responsible, require every MSP, regardless of whether they are ministers or ordinary MSPs, to be truthful and straightforward with other members?
