Background
The Assisted Dying for Terminally Ill Adults (Scotland) Bill was introduced in the Scottish Parliament on 27 March 2024 by Liam McArthur MSP.
The Health, Social Care and Sport Committee ('the Committee') was designated as lead committee for Stage 1 consideration of the Bill on 16 April 2024 and produced its stage 1 report on 30 April 2025.
However, the paragraph of the report which stated this was agreed to on the Convener's casting vote, after a division in the Committee. The Bill passed Stage 1 on 27 March 2025.
The Bill required a Financial Resolution.
The Committee notes that the negotiations for the 2025-26 Budget were based on “principles of the fiscal framework”iiLocal Government, Housing and Planning Committee,Official Report, 4 March 2025, Col 24. This was not published until October 2025, when the pre-budget period for the 2026-27 Budget was already underway.

In March 2025, the Health, Social Care and Sport Committee wrote to each of the fourteen NHS territorial boards requesting information on neurodevelopmental pathways and waiting times.

The Committee has previously scrutinised the Auditor General’s reports on New vessels for the Clyde and Hebrides: Arrangements to deliver vessels 801 and 802 and the 2021/22 audit of Ferguson Marine Port Glasgow (Holdings) Limited (FMPG) and published its own report on New vessels for the Clyde and Hebrides on 23 March 2023.
