Any Administration doing that would have to be certain that it would be able to get command of that capital release. Her Majesty’s Treasury, which is interested in reducing the country’s long-term debt, would no doubt have a perspective, so it could not automatically be assumed that the Scottish Government would be able to command that capital release.
