We have spoken about those issues and will continue to discuss them.An industry standard already exists, which Ofgem states should be set in the utility companies codes of practice. The standard incorporates the principle that the utility companies will accept pro rata payments among creditors.

Section 36(2)(c) was amended at stage 2 to enable Scottish ministers to specify by order the manager of a university for the purposes of sections 33(2) and 35(2)(a) in terms of the receipt of fiscal notices. Are we content with the amended provision, which is subject to the negative procedure?

Is it reasonable that those costs should in effect be borne by the rent payer? Under the rules on the use of receipts from the right to buy, 75 per cent of receipts must go towards redeeming debt, so the residual debt burden on the rent payers is reduced.

I am not sure whether these are the final figures, but the figures that I have at present are that receipts for next year will be £32 million and that £41 million will come from the central unallocated provision.
