I took it from what you said that you were asking whether it is really feasible that we can meet the targets given that we have not managed to do much to date. We should not necessarily think about delivery to date as an indicator that we cannot do stuff in the future.
However, the Government is not in favour of long, exclusive lists in primary legislation, because they can date quickly and fail to draw in relevant matters.
The first phase of that debate involved everybody saying, “Let’s just put the date on the face of the bill,” so, eventually, the date was put in the bill.
