I fully support the petition’s intent, and I think that it would be worth while gathering further submissions from relevant stakeholders and attempting to understand whether there is scope to carry out a more thorough investigation of the merits of doing something.

The big issue is whether it will be a like-for-like replacement and, at this point in time, although we have some commitments about the broad amounts of money, we have yet to understand how that money might be disbursed, and who will co-ordinate and lead.
