Following on from Bob Doris’s line of questioning, I am struggling to reconcile the stated purpose of the £145 million that was provided this year with the results of the school staff census that the cabinet secretary outlines and COSLA’s statement in the briefing that it sent to MSPs that that money was spent on school staff.

I think that that speaks to the power of what we, as individual MSPs, can do. I look forward to seeing what the committee on the grant of honours, decorations and medals says to Graham Simpson, and I agree that it would be helpful if the Scottish Parliament and, indeed, the Scottish Government could support the aims of his campaign.

The SNP seems to agree with the principles of the bill, yet it expresses opposition, at least in part, because of Brexit. MSPs have made the argument on that many times in the chamber, but it bears repeating that the UK, which Scotland voted to remain part of in 2014, voted to leave the EU two years later.

The real insult to culture is that it is being used in such a shoddy way, shoehorned in when it was suggested that the time in hand after the budget could be used to provide more MSPs with the opportunity to ask a question.
