It strikes one that it might have been possible for local authorities to get a bit ahead of the game and begin to gather that information for benchmarking in the future. The response mentions a pre-expenditure assessment in the future, so that there will be benchmarks against which the outcomes of policies can be measured.

It seems reasonable to agree today to appoint a reporter to take evidence; however, if something else came up next week, it would seem reasonable to do the same again.I know that members think that this would have been good evidence for the workforce planning inquiry; however, a petition might be forwarded to us next week that is equally good. I worry that we are starting to pre-empt what we will decide in our inquiry.
