Like other speakers, I have seen examples of that happening, with subsequent community buy-in. I am a rural MSP, so it is not as if I am sat in the ivory towers of Edinburgh and this is all news to me; I know these issues.
The bill is a product of a meaningful pre-legislative scrutiny and consultation process. MSPs have been given plenty of time to prepare for the legislative stages.
As my colleagues have highlighted, Scotland has one of the highest incidences of MS and, as an MSP with a Highland constituency, I am particularly aware that the incidence is greatest in our most northerly areas.
