As you are aware from my letter of 2 February, the complaint relates to a meeting on 10 December 2025 and raised queries as to whether the CPG has complied with the requirement of the Code of Conduct for MSPs in relation to advance notification of CPG meetings being provided and the meeting being open to all registered members of the Group.
The revised code of practice replaces the code of practice on covert human intelligence sources issued by the Scottish Ministers on 28 November 2014 and brought into force on 2 February 2015.
Code of Conduct for Councillors
At its meeting on 5 October 2021 (7th meeting, 2021), the Local Government, Housing and Planning Committee considered the Code of Conduct for Councillors (the Code).

The Committee discussed whether, if the Scottish Parliament did not approve the draft codes of practice under these sections, there could be a period during which no codes were in place.
The Committee considers that this would enhance the opportunity for Parliamentary scrutiny of the Code, in line with the importance of the Code as set out above, by requiring both a pre-scrutiny Parliamentary consultation phase on the proposed draft Code, and a vote to approve the final draft Code before it could be issued.
