These potential negative impacts are outlined in detail in the Muirburn Code. For example, muirburn conducted on steep slopes or on thin soils can cause soil erosion.
The act permits the Scottish ministers to make codes of practice for protecting animals, and the “Code of Practice for the Welfare of Equidae” was published in 2009.
The bill includes a number of statutory provisions about the code—for example, it requires the commissioner to prepare and review a code, it requires there to be consultation on the content of the code and it requires specified policing bodies to have regard to the code.
