I put on record my thanks to the minister for the work that he has done on the issue. During the recess, he visited Paris to observe and hear about the approach that is taken there.
We have just had a long discussion that centred very much on a letter from the Scottish Government, dated 22 March, in response to the committee’s letter of 26 February 2019.
