We will be delivering secondary legislation to enable councils to apply a premium of up to 100 per cent on council tax rates for second homes from April 2024. We are working closely with local authorities and registered social landlords, including the Scottish Federation of Housing Associations, on that.

I noticed that the submission from Citizens Advice contains a lot of references to the current cost of living crisis, but the bill as introduced and the financial memorandum indicate that, if the bill is passed, it would not be implemented until 2024. Some of the commentary from Citizens Advice appears to be focused on the present day, and we all hope that we are not still in the current crisis by 2024.

Report on Scotland's Commissioner Landscape: A Strategic Approach - Conclusions and recommendations
Enabling legislation must in future be much more tightly drawn, with specific functions, expected outcomes, periodic reviews, and regular performance reporting included, as well as sunset clauses to allow assessment of continuing need.The Committee notes that the SPCB supported body landscape was relatively stable until 2020, when an additional body was created, followed by another in 2024. Proposals for a further six new advocacy-type SPCB supported bodies are currently being considered.
