I understand that the debate will not be until after the summer recess. We did not want to squeeze it in at the end of a crowded business period in the chamber.
In one sense, what happened with the coalition Government was that it said, “Well, we have the biggest recession and global economic downturn since the great depression—that is why we are not going to hit the targets.”

In a letter from the Minister for Parliamentary Business and Veterans to the Committee dated 5 November 2025, the Scottish Government stated that it intended to withdraw the draft Code that was laid on 16 September 2025, and it was withdrawn later that day.
