I cannot comment on what went on in the 1970s and what programmes were in place. The convener mentioned at the outset that carrying out building MOTs is an important part of it.
There are so many things on the work programme that it is difficult to work out when they will come to fruition, but we are certainly very interested in that, because the recruitment challenge is a kind of macro challenge.
The work that was done for those ASTI projects—the accelerated projects—was done in the context of what was understood to be leased through the ScotWind programme, so about 11GW was assumed at that point.
It embodies a particular European model of the regulatory state, which grew up post-war and accelerated through the 1980s with the EU single market programme. It is a model of regulation that says that trade between states should be free but also fair in the sense that the market is regulated.
