To ask the Scottish Executive what steps it can take to have the Mental Welfare Commission added to the list of organisations and individuals to which an employee can whistleblow and receive protection under the Public Interest Disclosure Act 1998.
Is it intended to deal with non-governmental programmes? No. It will deal with central Government sector programmes—in other words, not Scottish Government core programmes, although the Scottish Government core will report on that.
We have also funded major research projects that have sought to improve the welfare of racing greyhounds. We funded an expansive programme of research with the University of Bristol several years ago.
The management team’s job was to keep as much as we could on programme by fabricating what we had cleared with Lloyds at the time and not stand about waiting for decisions to be made that should have been made before the specification was given out.
