Introduction
The Gender Representation on Public Boards (Scotland) Bill was introduced by the Cabinet Secretary for Communities, Social Security and Equalities, Angela Constance MSP, on 15 June 20171Scottish Parliament. (2017, June 15).
At the time, the Scottish Parliament did not have legislative competence in relation to gender quotas on public boards. Shona Robison MSP, then Cabinet Secretary for Equalities, wrote to the UK Government requesting a section 30 order to transfer the necessary legislative competence to the Scottish Parliament 2Scottish Government. (2014, September 20).
The committee is established only to deal with the bill. It is made up of three to five MSPs without any direct link to, or personal interest in, the subject matter of the bill.
Asked at Stage 1 by Patrick Harvie MSP whether he was asking the Committee to pass a bill "that places no requirements or constraints on ministers regarding the issues that they must consider in proposing rates and bands", the Cabinet Secretary responded:1Scottish Government. (2017).
The Committee welcomes the introduction of the Bill by Gillian Martin MSP and notes the broadly positive response received from stakeholders and witnesses with regard to fitting seat belts and improving safety.
