Code of Conduct for Councillors
At its meeting on 5 October 2021 (7th meeting, 2021), the Local Government, Housing and Planning Committee considered the Code of Conduct for Councillors (the Code).
That is all regulated by the special adviser code. The issues that affect special advisers are fully and properly considered by the nature of their code, which channels them into the civil service grouping.
Details of what the notifications must include would be identified in the Code of Practice, including timescales, but could be subject to future change.
It has a particular focus on the various human rights of trans people (and sometimes other groups) that would be placed at significant risk if the EHRC’s proposed Code of Practice produced following the ruling were to be made statutory.
The promotion of the Scottish Outdoor Access Code (SOAC) Publication 2005 - Scottish Outdoor Access Code.pdf (outdooraccess-scotland.scot) is, in our view, sufficient.
The redraft does not involve the alteration or removal of any of the Code’s current rules.
The Committee proposes that the current four-volume Code be replaced with a single, standalone document which contains all of the rules that MSPs must abide by.
