It has emerged from the work that I have done as the reporter and the work that the committee has done that there are three stages in the process: the pre-legislative stage at the European level, the stage at which a European directive is transposed, and the monitoring and enforcement stage once a directive has been passed into Scots law.I want to consider first the pre-legislative stage, before there is a European Commission proposal or communication.
