The Cabinet Secretary for Environment, Climate Change and Land Reform, Roseanna Cunningham MSP, has, by motion S5M-12403, proposed that the Committee recommends approval of the Regulations.
This was done on account of there being no time for the Committee to produce a report to the lead committee, as would be the norm.

Introduction
The Gender Representation on Public Boards (Scotland) Bill was introduced by the Cabinet Secretary for Communities, Social Security and Equalities, Angela Constance MSP, on 15 June 20171Scottish Parliament. (2017, June 15).
At the time, the Scottish Parliament did not have legislative competence in relation to gender quotas on public boards. Shona Robison MSP, then Cabinet Secretary for Equalities, wrote to the UK Government requesting a section 30 order to transfer the necessary legislative competence to the Scottish Parliament 2Scottish Government.
