Before this Parliament came into being, there was a lot of talk about pre-legislative scrutiny. If the 21-day rule has been breached and committees have been denied an opportunity to scrutinise legislation, it makes a mockery of pre-legislative scrutiny.There are two serious points of principle.
To ask the Scottish Executive what steps are being taken to improve further the 68% participation rate for three-year-olds in pre-school education. We will invest a further £137 million in pre-school education next year, bringing our total spend in this area to more than £380 million over 1999-2002.
