We already spend large sums of money on promotion of health improvement. Examples include the extra £173 million that was announced in "Building a Better Scotland", on top of the £134 million that is already being spent between 2003 and 2006.As Malcolm Chisholm said in his opening speech, we have seen record levels of investment in the NHS in Scotland.
