The roll-out of Oracle across the Scottish Government and the other clients that use it was delayed by six months, to October, which meant that the focus was on trying to get it vaguely fit for purpose on the go-live date, instead of trying to generate any extra value. Theoretically, it can do whizzy extra reports, but the Government was just trying to get it to do the absolute basics so that everything was ticking over and embedded before they tried to generate any extra value from the new system.
